Executive Summary:
Dandenong District Division of General Practice is committed to achieving its overall mission through quality-driven and innovative efforts to address the many challenges and opportunities that lie ahead.  The strategic plan serves as a foundation for continuing to build and transform the culture of our evolving organisation.

The Division is guided by the following values:

Integrity
The Division undertakes to:

  • safeguard the integrity of general practice
  • be ethical in all dealings with GPs, practices, consumers, partners and each other
  • create an environment that inspires trust and confidence

Performance and Teamwork
The Division fosters an environment where:

  • there is an expectation that everyone in the organisation achieves their highest level of performance and has a commitment to its mission and values.
  • there is clear accountability for results.
  • individuals work together, sharing knowledge, information, and other resources to attain the best results.
  • the focus is on organisational objectives not individual agendas.

Tradition and Innovation
The Division promotes a culture that:

  • recognises tradition but embrases change.
  • seeks ways of performing in response to new initiatives, technology and the best practices and business models of other organisations.
  • balances the need to change with respect for what has previously been accomplished.
  • considers the long-term consequences of decisions.

Diversity
The Division is an organisation that:

  • represents, supports, and celebrates the diversity of general practice, while also embracing our shared interests.
  • represents a wide range of human differences, personal experiences, and cultural background for the benefit of the organisation and our consumers and staff as individuals.
  • provides the opportunity to each employee to achieve his or her full potential.

Learning
The Division is a learning organisation that:

  • encourages individual responsibility for learning, personal growth, and career development.
  • supports opportunities for individual development.
  • encourages employees to seek learning opportunities both inside and outside the workplace.

Division Overview/Introduction:
The Division is incorporated as an association and is governed by a committee of Management elected by the membership. As at November 2004 there were 296 GP members.

The Division has evolved as a focal point for members through its capacity to provide extensive and expert support for practice management, professional development and program implementation.

The Division has gained a positive reputation for its commitment to undertaking new initiatives and fulfilling its tasks within a framework of quality and professionalism.  Division representatives (both members and staff) are regularly approached to present at conferences, network meeting and other forums.  The Division is strongly positioned within the local service system, represented on a wide range of steering groups and consultative panels.

Demography

The catchment area covers the whole of the City of Casey and the majority of the City of Greater Dandenong.  The combined population of these LGAs is 300,042.  However, the Division catchment area excludes the suburb of Springvale thereby making a population total of 282,519.

Major Achievements:

  • DDDGP was successful in gaining accreditation in June 2004 through QICSA (Quality Improvement & Community Services Accreditation) a division of the Quality Improvement Council.  All 17 standards were successfully met during our review in June, with a range of organizational strengths identified against each standard.  The Division also received particular commendations in the following areas:
  • The Better Outcomes in Mental Health - Access to Allied Health Services Project progressing well and enhancing the Division's overall integration program.
  • Overall contact and collaboration with the Aboriginal Health Service (Bunurong) has increased significantly not only through the mental health program but in the provision of accreditation and practice management support.  Bunurong has been fully accredited by AGPAL.  Successful in gaining funding for a project as a partnership involving the Division and the Aboriginal Health Service.
  • Completion of the Integrated Disease Management Diabetes project through the primary care partnership and success in gaining funding through the Department of Human Services to allow the program to continue with a seamless transition.  The award for Excellence and Innovation in Primary Health Care for this project was a highlight.
  • Funding to 2007 from the Department of Human Services, Hospital Admission Risk Program (HARP) to conduct the Diabetes CVD Risk Management Program building on the IDM diabetes program with the Division as the lead agency and fund holder.
  • Increased involvement in GP Registrar training and education through a closer collaboration with the Victorian Metropolitan Alliance.

Challenges for the Future:
Dandenong is the most disadvantaged urban area in Australia (ABS 2001 census data).  Workforce shortages continue to be a problem and challenges revolve around attracting and retaining GPs as well as addressing their own health and well being.
